The WOSC Foundation, Inc. scholarship is awarded yearly to a Southwest Technology Center aviation and aerospace technology student who aspires to continue his or her education at Western Oklahoma State College through the cooperative alliance between the two institutions.

Elkins has received $250 for studies at Southwest Technology Center and will receive the additional $250 if he chooses to enroll at Western after successful completion of his training program at SWTC.

A fund for the scholarship was set up through contributions from family and friends in memory of Frank A. He retired from the Air Force where he served as a flight engineer and mechanic.
