Free Speech and Expressive Activity

Western Oklahoma State College values and is committed to the protection of free speech and expressive activity as allowed under the first and fourteenth amendments of the U.S. Constitution and in, accordance with Oklahoma statute.


The College is authorized to establish processes and reasonable time, place, and manner restrictions on expressive activity. Information on how to request and reserve a space for free speech and/or expressive activities can be found below.

Procedures for Request/Reservation


General Information:

  • No request/reservation is needed for recognized campus groups of less than 10 in an outdoor space or designated Common Area (Pioneer Point, Rotary Garden, Auditorium) so long as that space is not being used by another individual or group.
  • For recognized campus groups greater than 10 members, or for non-campus individuals or groups, a request and reservation is required.
  • Requests will not be denied based on content. Requests will be denied if they violate the Free Speech & Expressive Activity policy, such as promoting violence, disrupting classroom instructor or college daily business, etc. The full policy is linked above.
  • Other reservations, not related to free speech or expressive activity, should be made with the Administrative Assistant in the Office of the President.

Complaints


Under Oklahoma statute, members and nom-members have the right to lodge a complaint if they feel their free speech and expressive activity rights have been violated. Please refer to the Free Speech & Expressive Activity Policy for more information on what constitutes free speech and what may be limited or prohibited.
